"early start" continues right now. hours after a stern warning from the white house, north korea launches what is believed to be another missile. what options are on the table. and there's seething anger around the world after a suspected chemical attack in syria. who is blaming whom and why is the white house blaming the previous administration. good morning welcome to "early start". i'm briggs business. >> heavy morning. busy heavy morning of news today. i'm christine romans. it wednesday, april 5th. it's 5:00 a.m. in the east. white house facing two threats. a new missile launch from north korea and a suspected chemical

attack targeting civilians in syria. first north korea which fired a big projectile into the waters off its coast. this ahead of president trump's florida summit with president xi. >> his top agenda item for the meeting persuading china to curb pyongyang's nuclear ambitions. the moments came moments after a u.s. official issued a dire warning about north korea's nuclear program declaring quote the clock has run out all options are on table. for the latest we want to bring in matt rivers live for us in beijing. any reaction from beijing on this yet and how does this launch differ from those we've seen recently? >> reporter: pretty standard response this frarch the chinese saying that the launch clearly violates u.n. sanctions, u.n. resolutions that were put on the table by the united nations. the chinese rejected the notion this launch had anything to do

with the upcoming summit tweet presidents trump and xi scheduled for later this week. this was an intermediate-range ballistic missile. second one launch this year. it differs from last year because of the way these missiles are being launched. there's progress being made because these missiles use solid fuel. that allows them to launch from the back of a truck. that makes them mobile and easier to be hidden and it makes them harder to track because they can be launched with much shorter notice. progress being made. however we should note this is not an intercontinental ballistic missile. it can't reach the united states. of this not a nuclear test which is something that we have been expecting given satellite imagery that shows activity. interesting launch nonetheless but not a serious as some were expecting. >> typically we have to para

phrase the united states' response. but not in this case. rex tillerson had 23 words to this reaction. north korea launched yet another intermediate-range ballistic missile. >> reporter: it's a different response from this administration. trump administration said they want to do things differently. i asked one expert here in beijing and said this may be the administration's way not to take the bait. north koreans have done this kind of a test before. maybe they don't want to take the bait and give the attention mostly cloudyians won. this short response wasn't meant to be provocative just meant to send a signal every time north korea does something it won't merit an equal response from the trump administration. now that said this is a vague response. done give any details about what the trump administration wants to do about north korea. to some people watching what could be the most tense situation in the world, guys

that's very troubling. >> that on the heels of president trump telling the "financial times" if china won't do something about north korea we will go it alone. so much to get into. now to syria where a suspected chemical weapon attack killed at least 70 people many children. the pictures we're showing are incredibly difficult to look at but cnn wants to show them so the world knows what's happening now in syria. on russia backed up syria's claim that rebels are responsible, they had some sort of manufacturing facility for chemical weapons that were hidden in an air strike. global leaders are blaming the assad regime. u.n. security council takes up the issue today. bring us up to speed about conditions on the ground and who is to blame here? >> reporter: the latest numbers on the ground are that at least 70 people were killed.

more than 100 people wounded. the death toll is expected to go up because of this horrific attack. images are difficult to watch. heartbreaking, especially when you look at innocent young children dying in such a horrific fashion like that. but it's important for the rest of the the world see what's going on. this morning russia's defense ministry put out a statement that basically clarifies the russian position on what happened. they acknowledge syrian air strikes did target that town. but they say they targeted a weapons munition depot, a storage facility where there were some chemical weapons already on site and as a result those chemical weapons were released into taxpayer. what we have right now effectively everybody wanting to blame somebody else. the rebels on the ground blame the syrian government they say the syrian government dropped chemical weapons on the this town. the russians and syrian say no it was an ordinary air strike and air strike targeted chemical

weapons there. western leaders, the uk, france, united states, a lot of top politicians in the united states blaming the assad regime. the trump administration that says what happened is an outrage. the trump administration blaming the obama administration for not taking a hard enough line. remember wanting to pass the buck. we'll see some movement this morning with an emergency meeting at the u.n. security council where there's already talk of a draft resolution that would hold the government of syria for what happened. >> just when you look at mosul recently you look at the province, you look at all of these places in iraq and sir area it's been tragic the number of civilian deaths even in the last three months or so. thank you. let's bring in our managing editor of cnn politics digital

live. good morning. this is a major foreign policy test for the president on two different fronts. let's start on syria and look back on what president trump has said about that red line about assad and chemical weapons. listen. >> another hum allocation came when president obama drew a red line in syria and the whole world knew it meant absolutely nothing. >> this was started by president obama when he didn't go in and do the job when he should have. when he drew the line in the sand which was an artificial line. >> obama draws the line in the sand. it was laughed at all over the world what happened. >> so what is the u.s. policy on syria, on the assad regime? >> it's interesting you played some clips there from the campaign and that's something that donald trump on this issue can't seem to get over. we heard more yesterday about

the obama administration's policy. now it's the trump administration's policy and he needs to figure out a way to move forward and figure out exactly what his policy is going to be. they sort of danced around at the same time condemning the attack but saying that the land has changed, the landscape has changed suggesting this idea of a red line is no longer there. this is a real test for the trump administration particularly on syria where these horrible things are happening. we have to see how they evolve to respond to it. >> how they evolve to respond to it. earlier this week the white house position was getting rid of bashar al assad is the job of the people of that country not our job. that's a big change in outlook from this administration. then this attack happens. >> yeah. the previous administration their stated goal was that assad had to go as a part of any deal. now this is where, you know, you

have to start thinking also about the outlook towards russia. they have a different outlook. the new administration is much kinder towards russia. that's something else to consider. >> another front the foreign policy test of north korea, their latest launch and rex tillerson issue as 23 word statement essentially saying, zach, we have no real comment. do we have any real idea what the u.s. posturing might be when they meet with president xi at mar-a-lago? >> i think they want china to be a part of any sort of solution. china is, of course, the major power in that region and closest to north korea. north korea i think probably wants validation from the united states. those two things are certainly at play. it's interesting that on the one hand on syria you have the traufrp administration

criticizing a red line it wasn't the rex tillerson statement but the guidance from senior administration officials is that this has to stop. they are going to play with an increasingly harder line against north korea. you have different attacks happening in those different situations. >> the clock had run out according to a senior white house official. >> the clock has run out and we've spoken enough about north korea. there's this idea, some experts say kim jong-un he feeds off the response from the rest of the world. the missile program and nuclear program is all about getting more attention and more fame for this 33-year-old leader. maybe the united states decided we won't talk about him any more in public. >> certainly. we heard matt say something similar a minute ago. i think that's something that could be very intentional on the case with that strange rex tillerson statement.

ceo town hall says bankers across the country are petrified and he's going to do something to change that. the regulators are running the banks. so we're going to do a very major hair cut on dodd-frank.

we want strong regulation but not regulation that make it impossible for the banks to loan to people that are going to create jobs. now dodd-frank is a law passed after the financial crisis. the president rips it as overbearing and unneeded. really interesting he says these bankers are petrified. their stocks are at all time highs. in some cases they never have been making more money. therapy try electrified because of these regulations. one top banker is speaking out. jamie dimon says when you get on the airplane you better root for the success of the pilot. i'm a patriot. i'll do what i can to help the united states of america that includes helping whoever is president. dimon received a lot of complaints for joining the president's ceo advisory council. >> to the notion record bank profits despite dodd-frank have those regulations taken hold yet? >> some have, some haven't. what you hear from banks they have a chilling effect on banks and lending.

the president has -- he's rolling back all kinds of regulations. >> they are still planning for those regulations not necessarily implementing them. senator majority leader mitch mcconnell starting the clock on the nuclear option on the showdown over supreme court nomination neal gorsuch. democrats have 41 votes to filibuster or block a full vote. senator mcconnell skaed vote on thursday to test that filibuster if democrats hold the line. mcconnell plans to delayer filibusters of supreme court nominees can be stopped with 51 votes instead of 60. >> mcconnell needs a majority of the senate's support. vice president mike pence standing by to break a tie. a if you senate vote is expected friday. and here we go. jeff merkley, oregon democrat, the senator still going on the

white house official says all options are on the table with north korea and pyongyang launches a new projectile anyway. >> growing anger around the world after a suspected chemical attack that left dozens of dead in syria. why is the white house pointing the finger at president obama. i'm rom. >> i'm dave briggs. a major foreign policy test for president trump this week. 31 minutes past the hour. the white house facing renewed threats won the fronts this morning from two of the world's most serious trouble spots. a new launch from north korea and a suspected chemical attack targeting civilians in syria. first, north korea which fired a big projectile into the waters off its coast, u.s. believes it was most likely a ballistic missile. this just ahead of president trump's florida summit with chinese xi jinping.

>> the launch came moments after a senior white house official issued a dierd warning from north korea's nuclear program declaring the clock has now run out and all openings are on the table. the latest we want to bring in matt rivers live for us in beijing. good morning, matt. bring us up to speed on, i guess, the concern about this particular missile launch. >> reporter: absolutely. we're hearing from the chinese for the first time this afternoon saying this launch clearly violates u.n. resolutions and that they reject any notion natural the north korea jans launched this missile ahead and in response to the upcoming meeting between president trump and president xi jinping. it's the second intermediate-range missile that u.s. and south korean officials believe north koreans have launchinged so far. what makes these two missiles different is the way they are being launched as opposed to previous iterations. these are intermediatate range

>> reporter: well the trump administration says it wants to deal with north korea differently than past administrations and this is a different sort of statement. one expert i spoke to in beijing it's administration's way of not taking the bait. it's the kind of missile launch we've seen before and the administration doesn't want to give the attention that the north koreans are seek. two senior officials told cnn the statement wasn't meant frontal boundary voluntary okay negative just to send a message the u.s. would not respond in kind. that said the trump administration has not given any detail how it plans to deal with north korea specifically and critics will say this is the most tense situation in the world, to be vague in your wording when it comes to this kind of diplomacy is playing a dangerous game with the north koreans. >> raises the stakes with the meeting with president xi jinping on thursday. no question. now to syria where a suspected chemical weapon attack killed 70 people.

released in the air and how so many people died. we know there's a very loud and growing international chorus of condemnation against the syrian government for what happened just a short time ago. the secretary-general of the united nations coming out very openly stopping short of blaming one side or the other but pointing out very clearly that yesterday's attack amounts to a war crime and a complete violation of international law. so now what we have is the u.n. secretary again, condemning the action. this comes on the heels of this emergency united nations security council meeting that's supposed to take place this morning. we understand there will be a draft resolution put forward to that aims to put limits on the syrian government specifically aims to demand an international investigation, asking for things like potential flight logs or proof the syrian government

wasn't behind it. it does prove they were behind it there could be very serious consequences. >> thank you. let's bring in politics. zach wolf managing editor of cnn politics digital live. you learn a lot about an administration and its priorities by how they respond. i want to first read "the washington post" editorial on the president and the challenge he has now with syria in particular. the horrific assault tuesday on a rebel held town will test whether president trump will tolerate flagrant crimes against humanity by the assad regime. so far the signs are not good. it's mr. trump's turn to decide whether to stand up to mr. assad and his iranian and russian sponsors. so far he's ducking. in fact the response from the president has been to plame barack obama his predecessor for allowing a red line to be crossed and not doing anything about it. what will the trump administration going to do?

>> we should note it comes a few days after they signaled a new willingness to essentially de-emphasizing getting assad out as a priority of the u.s. and focusing instead on isis. so, you know, you can see, you can feel the sea change here on syria policy between these two administrations. it's interesting i think that they keep looking back at the obama administration. that's something i think in the future they have to stop doing as events progress forward. >> here's statement from the white house. these heinous actions by the assad regime is a consequence of the past administration's weakness. president obama said he would establish a red line against the use of chemical weapons and then did nothing. does this under mine the use of any red lynn with my administration? >> the entire problem with the obama administration when they drew a red line and then unable to sort of follow through and do

anything about it, it sort of speaks to if you're going to say something you have to put your words behind it. at the same time, you know, if you have chemical weapons killing children throughout the middle east that's a huge problem that, you know, demands world attention. >> meantime i wouldn't say the trump administration has drawn a red line on north korea but it has sort of changed the tone and changed the language this week on north korea before this launch when it said, you know, hey, you know, we're going to fix this ourselves if china doesn't do it. china has the ability to do this. this is what rex tillerson said. brand new sea change in the language. north korea launched another intermediate-range ballistic missile. united states has spoken enough about north korea. we have no further comment. what does that mean? >> exactly. i think you can draw from that what you will. is he being intentionally provocative of the north koreans? is he trying frustrate them

somehow or is this a message to china, president trump meets with chinese leader later this week. is this a message to them that they have to step up and take more of a role here. >> major foreign policy test for this administration. domestically it seems the focus is on health care despite the failed attempt the first time around. now you got the white house meeting with the house freedom caucus, tuesday moderate group in the house. where is this headed. can they get something on paper before recess? >> i'm not going to believe they can get votes for anything until they see something on paper. we haven't seen that. count me amongst the skeptical they can thread this needle this time around. don't overlook the idea of a little pressure from constituents back home, failure might end up being the thing they needed to get this going. >> we're back to, i guess, on the table getting rid of the essential health benefits. even pre-existing condition
